MaxSys is currently looking for an Intermediate Procurement for our Federal Client.
• Secondary school diploma is required
• Must have a certificate, diploma or degree from a recognized Canadian post-secondary institution in a relevant field or acceptable combination of education, training and relevant work experience
• Must have a minimum of 24 months of experience in the procurement field. This experience must include:
• Preparation of bid solicitation documents (RFQs and RFPs) for procurement requirements related to goods and services;
• Review and consultation with client regarding Statement of Work and Evaluation Criteria;
• Determining results of bid solicitation and recommending contract award or awarding contract ;
• Preparing contract for issuance
• Must have a minimum of 6 months of experience in providing services as a procurement officer to a public sector entity
• Must have a minimum of twelve (12) months of experience, within the last seventy (70) months, using an Automated Procurement System (e.g. SAP, Oracle)
Duties may include, but not limited to:
The work to be performed will be related but not limited to:
• Preparing low to medium complexity types of solicitation documents, including Requests for Quotation and Requests for Proposals;
• Planning and drafting of documentation for non-competitive, competitive and directed professional services contracts in accordance with DFO and Treasury Board guidelines and other Federal Government Regulations;
• Soliciting bids as per approved procurement strategy;
• Evaluating Statements of Work for completeness and adherence to procurement regulations;
• Developing bid evaluation criteria;
• Evaluating bids against mandatory requirements;
• Meeting with project authorities (“clients”) to discuss their needs and provide advice regarding their procurement strategies;
• Logging status updates in procurement system and communicating any changes to the procurement strategy to the client and contracting team leader;
• Deal with telephone enquiries from clients and/or suppliers;
• Negotiating pricing, delivery, incoterms etc. prior to award;
• Preparing contractual documents and recommending the award of contracts;
• Performing contract management tasks;
• Providing advice regarding potential procurement strategies and post-contractual issues;
• Capturing information in DFO’s financial system (Oracle);
• Performing information management activities within GCDocs
