MaxSys is currently looking for a Senior Procurement for our Federal Client. This contract is going up to 3 years!
Qualifications:
 
Education:
• Secondary school diploma is required
Experience:
• Must have a minimum of 24 months of experience, within the last 60 months, in providing services as a procurement specialist to the federal government
• Must have a minimum of 12 months of experience, within the last 60 months, using an Automated Procurement System (e.g. SAP, Oracle)
• Must have experience awarding construction contracts in the past 60 months
• Must have experience in complex* procurement.
*Complex is defined as having experience in at least three (3) of the following elements as part of one contract or project:
1. Involving multi-million dollar projects;
2. Involving consultations with multiple stakeholder groups;
3. Involving multiple trade agreements;
4. Involving high profile or high risk projects (e.g. scope, security, emergency, departmental priorities, etc.);
5. Involving the negotiation of price or non-standard terms and conditions;
6. Involving the resolution of issues throughout the procurement life cycle (i.e. from procurement planning to end of contract).
Duties may include, but not limited to:
• Analyze procurement data and interview DFO/CCG employees to identify opportunities for Standing Offers, Supply Arrangements or consolidated contracts;
• Plan and coordinate procurement processes and activities for the technical authority;
• Prepare, Review and propose recommendations to Statement of Works and evaluation criteria for various projects;
• Prepare solicitation packages for the Request for Proposals (RFP) or Invitation to Tender (ITT);
• Provide advice and recommendation for Evaluation Criteria associated with the Statements of Work (SOW) for completeness and adherence to procurement regulations;
• Provide procurement method functional guidance to the DFO and CCG Technical Authority for all their anticipated upcoming projects which require eventual contracts;
• Evaluate proposals;
• Prepare contractual documentations;
• Review contracting policy documents;
• Prepare procurement training materials and other related forms;
• Provide contract management expertise;
• Provide procurement policy expertise and advice to the project authority, the technical authority and management as requested; and
• Any other tasks related to the procurement function.
